ESPD

The European Commission has published, on 6 January 2016, the implementing regulation establishing the standard form for the ESPD as well as the instructions relating to its use.

The European directives, whose transposition is expected at the start of 2016, provide that, in order to participate in a contract in respect of which a prior call for competition was made, an economic operator may submit, in place of all the documents and information justifying its capabilities, a European Single Procurement Document (ESPD). This is a sworn statement, drawn up on the basis of a standard form prepared by the European Commission. The objective is to simplify the administrative part of the file for the benefit of economic operators.
